The Jaén Provincial Council allocates €200,000 to subsidise full-time permanent contracts in municipalities with fewer than 20,000 inhabitants. Each company or self-employed person can receive up to €10,000 for each worker hired.
The Provincial Council of Jaén has launched a new call for aid to promote permanent hiring in rural areas. With a budget of €200,000 from its own funds, the Talentium Empresa programme subsidises up to €10,000 for each new full-time permanent job created by SMEs and self-employed individuals in towns with fewer than 20,000 inhabitants.
Requirements and deadlines for applying for permanent hiring aid
Applications can be submitted from 11 July to 30 September through the Electronic Headquarters of the Jaén Provincial Council. The procedure is available under reference PLS-2026/340.
The contracts must be permanent and full-time. Additionally, the hired person must be registered as unemployed and possess the necessary qualifications for the position. The company or self-employed person must operate in a Jaén municipality with fewer than 20,000 inhabitants.
In the previous two editions, the Provincial Council distributed the entire budget and approved 52 subsidies with a total value exceeding €471,000, demonstrating the existing demand.
Context of the labour market in Jaén and Andalucía
The measure comes at a time of improvement in employment in the province. According to the State Public Employment Service, Jaén closed June 2026 with 31,010 unemployed, a decrease of 4,460 job seekers compared to the previous year.
In Andalucía, unemployment stands at 536,523 people, the lowest figure since 2008. However, the youth unemployment rate and rural depopulation remain pressing challenges. This aid aims to retain talent in towns where job opportunities are scarcer.
The Talentium Empresa project and local talent retention
The initiative is not limited to subsidies. The Talentium Empresa plan includes a Talent Bank, an online platform where professionals can register their CVs and companies can search for qualified profiles. It also promotes Jiennense Talent Communities to improve employability in the rural environment.
For the Employment and Business councillor, Luis Miguel Carmona, this comprehensive strategy aims to "stabilise the population and energise the local productive fabric." The combination of direct aid and labour intermediation tools seeks to enable rural businesses to incorporate stable staff without the initial cost being a barrier.
"We want small businesses and self-employed individuals in rural areas to be able to hire stable technical profiles, reducing the initial costs that hinder their growth," explained Carmona.
