Asetra breaks off negotiations for the transport agreement in Segovia after union rejection of the pre-agreement that included 3% annual salary increases.

The employers' association for intercity passenger transport in Segovia, Asetra, has declared the negotiations for the collective agreement broken following the workers' rejection of the pre-agreement signed on 6 July.

The Segovian Transport Association (Asetra) has announced the definitive breakdown of negotiations for the collective agreement of intercity passenger transport in the province. This decision comes after the assembly of workers rejected the pre-agreement that the unions themselves signed on 6 July.

According to the employers, the agreement included salary increases of 3% for 2026, 3.5% for 2027, and another 3.5% for 2028, as well as improvements in allowances and a new tier of the loyalty bonus. Asetra believes this offer was the maximum that companies could accommodate.

A pre-agreement signed and then dynamited

The negotiations, which have lasted for weeks, were marked by a month of strikes called by the unions CCOO, UGT, and SLT. On Monday, 6 July, after a long day, the parties reached a pre-agreement that was unanimously signed by the seven union delegates.

However, the following day, union representatives expressed their disagreement with what had been signed in the media, anticipating that the assembly vote would not support it. This occurred on Thursday, 9 July, when the workers rejected the pre-agreement.

“As surprising as the start of the meeting, distancing themselves further and increasing their demands was that the union representatives dynamited the pre-agreement reached,” Asetra stated in a press release.

The offer on the table: increases and improvements

Asetra's final proposal included a three-year agreement (2026-2028) with progressive salary increases: 3% in the first year, and 3.5% in the following two years, applied from 1 January of each year. Additionally, allowances were set at 15.50 euros from July 2026 and one day of personal matters without recovery starting in 2028.

Regarding the loyalty bonus, a new tier was created after 15 years with an amount of 40 euros, raising the total amount to 289.67 euros. All existing tiers would be frozen during the validity of the agreement, without applying general salary increases.

For the workers, the offer represented a real improvement in purchasing power, although the unions considered it insufficient. The employers insist that it was their limit and that forcing negotiation with the SERLA (Labour Relations Service) and the strike does not demonstrate good faith from the unions.

Apologies to travellers and uncertain future

Asetra has apologised to the hundreds of travellers who have suffered the consequences of the strike. The employers' association claims that its intention was to end the conflict, but after the rejection of the pre-agreement, it withdraws all offers and considers the negotiations broken.

The situation leaves intercity bus drivers in Segovia without an updated agreement and with uncertainty about whether strikes will resume. Users, for their part, fear further interruptions in an essential service for connecting the province.

For now, there are no new meeting dates. The unions will have to decide whether to increase pressure or seek external mediation. Meanwhile, Segovian travellers continue to wait for a solution that has yet to arrive.
