AHI presents nine amendments to unlock 23 million blocked in El Hierro, with 5.45 million for municipal projects.

The Agrupación Herreña Independiente (AHI) has registered nine amendments to the blocked credit modification of 23 million at the Cabildo of El Hierro. They propose to allocate more than 5.45 million to municipal projects.

The Agrupación Herreña Independiente (AHI) has put forward a nine-point proposal to the president of the Cabildo of El Hierro, Alpidio Armas, to unlock the credit modification of nearly 23 million euros that was blocked last week. The governing group, made up of PSOE, PP, and IU Reunir, has only 6 councillors compared to the 7 in the opposition (AHI and Asamblea Herreña), which forces them to negotiate.

AHI's amendments: more municipal investment

The amendments, presented by the president and spokesperson of AHI in the Cabildo, Javier Armas, and councillor Asunción Amaro, aim to redirect part of the island's budget towards actions they consider a priority. They propose to allocate more than 5.45 million euros to projects in the three municipalities of the island: Valverde, Frontera, and El Pinar.

Among the investments are the access works to the Pozo de Las Calcosas in Valverde, a paving plan in Frontera, and parking areas in El Pinar and La Restinga. They also include the initiation of a catalogue of unused housing, a measure aimed at mobilising the vacant residential stock.

For Javier Armas, these proposals strengthen inter-administrative cooperation and improve municipal infrastructure and public services. Furthermore, they aim to respond to extraordinary situations, such as the emergency faced by the Herreña diaspora in Venezuela.

The context: a minority government and 58 million unexecuted

The president of the Cabildo, Alpidio Armas, had denounced a "constant blockade" by the opposition. However, AHI reminds that the Cabildo closed the 2025 fiscal year with more than 58 million euros unexecuted and has nearly 60 million in treasury surplus for 2026. Meanwhile, the three municipalities have necessary investments for their residents pending financing.

The blocked credit modification included allocations to pay a court ruling related to the Auditorio de La Peña, as well as funds for scholarships, social aid, the primary sector, and the business fabric. According to Alpidio Armas, these allocations are "decisive for addressing the needs of the Herreños".

AHI insists that their amendments do not imply a rejection of the content of the credit modification. In fact, they support the allocations intended for subsidies, aid, and support for groups, businesses, and productive sectors. But they believe that their proposals strengthen cooperation with the municipalities.

Asamblea Herreña also presents its amendments

For its part, Asamblea Herreña also registered its package of amendments yesterday, aiming to redirect more than nine million from the budget towards actions "prioritised for the social and economic development of the island", according to its spokesperson, David Cabrera.

With two blocks of the opposition presenting alternative proposals, the island government will have to negotiate to push the credit modification through. The deadline for reaching an agreement is uncertain, but pressure on Alpidio Armas is growing.

For the Herreños, resolving this blockage is key: it depends on investments in infrastructure, social aid, and support for productive sectors. The coming days will be decisive to see if the government secures the necessary backing or if the island remains mired in budgetary paralysis.
