The State Public Education Secretariat (SEPE) has announced three new mandatory guidelines for basic education centres in Tlaxcala, aimed at improving school coexistence and preparing for the end of the 2025-2026 academic year. The measures, announced by the head Homero Meneses Hernández, take effect immediately and affect all public and private institutions in the region.
Regulation of mobile device use in classrooms
One of the most notable points is the new regulation regarding the use of mobile phones, smartwatches, and tablets in the school environment. SEPE aims to enhance focus on academic activities and strengthen coexistence by limiting the use of these devices during school hours. Schools must establish internal protocols for their implementation, with exceptions for medical or emergency reasons.
This measure comes amid growing concerns about the impact of technology on academic performance. According to SEPE, the goal is for students to concentrate on learning and personal relationships, reducing distractions. Parents and guardians will be informed of the new rules through school assemblies.
Parental participation without interfering in pedagogy
The second guideline defines the limits of participation for mothers, fathers, and guardians in school life. SEPE specifies that they may collaborate in complementary and support activities, but they cannot intervene in pedagogical decisions, employment matters, or the retention of teaching staff. This guide aims to avoid conflicts and clarify roles within the educational community.
Meneses Hernández explained that the aim is to foster a constructive relationship between school and family, without parents taking on roles that belong to teachers. The guide includes examples of permitted collaboration, such as organising events or assisting with maintenance tasks, always under the coordination of the school.
Prevention of workplace harassment among educational staff
The third guideline is a guide for the detection and prevention of workplace harassment within schools. It establishes mechanisms to identify, document, and address potential cases of harassment, discrimination, or intimidation among staff. SEPE will provide legal and operational guidance to schools for its proper implementation.
This measure responds to the need to ensure a healthy work environment for teachers and administrative staff. The guide includes a protocol detailing the steps to follow from reporting to resolution, with clear timelines and responsibilities. It is expected to help reduce conflict within schools.
In addition to the new guidelines, SEPE has detailed the calendar for the end of the school year. Schools will remain engaged in administrative activities until July 15, when closing ceremonies and report card distributions will take place. On July 16 and 17, teaching staff will participate in an intensive training workshop.
In terms of financial support, the Government of Tlaxcala has allocated 16.5 million pesos to benefit 33,184 students through the Participatory School Administration Committees. More than 2,000 students from Multiple Attention Centres and other educational modalities will also be supported.
For parents and guardians, it is important to know that the new rules regarding mobile devices and participation will be available in schools starting next week. Attendance at accountability assemblies scheduled between July 13 and 15 is recommended to address questions and learn about the details of implementation at each school.
