55 people in Ávila have capitalised their unemployment benefit to start their own business, with €675,263 from SEPE in the first half of 2026.

SEPE has allocated €675,263 in Ávila to capitalise unemployment benefits, allowing 55 people to start their activity as self-employed in the first half of 2026.

A total of 55 people in Ávila have decided to bet on self-employment during the first half of 2026, thanks to the capitalisation of their unemployment benefit. The State Public Employment Service (SEPE) has allocated €675,263.53 to this modality in the province, according to data presented at the Assistance Commission to the Government Subdelegate.

Capitalisation of unemployment: a lever for rural entrepreneurship

The capitalisation of unemployment benefits allows applicants to receive the total or part of their unemployment benefit in advance to invest in starting a business as self-employed. In Ávila, this option has been used by 55 people between January and June, a figure that reflects the growing interest in self-employment in the province, especially in a context of depopulation and the search for alternative employment.

The Government Subdelegate in Ávila has highlighted that "these figures reflect the initiative of the people of Ávila and the support of the Government of Spain to transform benefits into real opportunities for employment and economic activity." He also emphasised that "the capitalisation of unemployment is a very useful tool to facilitate those with a project to launch it securely, also generating wealth and stabilising the population in the territory."

The average amount per beneficiary is around €12,277, although the exact amount depends on the time contributed and the business plan presented. This aid can be allocated to initial investments, rental of premises, purchase of machinery or training, among other concepts.

New regulatory assumptions expand access to aid

A recent regulatory modification has expanded the assumptions under which unemployment capitalisation can be requested, which could explain part of the increase in the number of beneficiaries. Now, it is not only possible to start a self-employed activity but also to make an investment in an already existing business or to establish a labour society or cooperative.

This flexibility aims to promote entrepreneurship in rural areas and facilitate generational change in small businesses and agricultural operations. In Ávila, where the population density is low and the business fabric is sustained by SMEs and self-employed individuals, this measure can have a significant impact on job creation and local economic dynamism.

SEPE has reminded that interested parties must present a viability plan and meet the established requirements, such as receiving contributory unemployment benefits and not having capitalised in the previous four years. The application is processed through employment offices or electronically.

Citizen attention: record figures in the province

Alongside these aids, SEPE maintains an intense activity of citizen attention in Ávila. So far this year, it has conducted nearly 14,000 face-to-face consultations, over 4,800 phone inquiries, and has managed more than 15,600 electronic procedures. The telephone attention rate reaches 97%, an indicator that reflects the high level of response offered to users.

These figures highlight the commitment to the digitalisation of public employment services, although face-to-face attention remains essential in a province with dispersed rural centres. For many entrepreneurs, personalised guidance in SEPE offices is key when designing their project and accessing available aids.

In the coming months, the number of capitalisation applications is expected to continue rising, driven by new regulatory facilities and the need to seek alternative employment in a job market that, although improving, still presents challenges in areas like Ávila. The capitalisation of unemployment thus consolidates as a real pathway for the unemployed to become entrepreneurs, with the economic support of the State.
