CCOO, UGT and CSIF have announced the formal start of negotiations to renew the Regulatory Agreement and the Collective Agreement of the Autonomous City of Ceuta, following the approval of the Negotiating Table in Monday's meeting.
The unions CCOO, UGT and CSIF have taken the first step to renew the working conditions of public employees in Ceuta. The Negotiating Table approved on Monday the formal start of discussions to update the Regulatory Agreement and the Collective Agreement of the Autonomous City.
The three trade union organisations, represented in the City and in the General Negotiating Table, describe the progress as “important” and believe it opens a new stage of dialogue. The aim is to review rights, working conditions, and labour organisation, aspects that the staff has been demanding for some time.
According to the unions, the decision allows for the initiation of a negotiation process that they define as “necessary and urgent”. The update of these two instruments is essential to regulate the conditions of public employees and adapt them to the current situation of the Administration and public services.
The unions emphasise that both the Regulatory Agreement and the Collective Agreement require a thorough review. They believe that the labour framework must respond to the current needs of workers and move towards a more updated model that fits the reality of the Ceuta Administration.
After the approval to begin discussions, the social side assures that it faces this new stage with “a willingness to negotiate, responsibility, and commitment” to defend the interests of the entire staff. The goal is to reach a new labour framework that provides greater security, stability, and real improvements.
CCOO, UGT and CSIF reaffirm their intention to work together within the Negotiating Table. They want the process to advance with a defined calendar, content, and concrete results that benefit all public employees of the Autonomous City.
For the workers, this negotiation represents an opportunity to update rights and conditions that have not been reviewed for some time. The staff trusts that dialogue will improve aspects such as labour organisation, working hours, or remuneration, although specific points have not yet been detailed.
The previous collective agreement was signed at the time, and now there is a search to adapt it to the current reality. The local Administration and the unions will need to sit down to negotiate in the coming weeks to define the meeting calendar.
The unions insist that dialogue will be the key tool to achieve progress. The expectation is that the discussions will proceed swiftly and allow for an agreement to be reached within a reasonable timeframe, although no deadline has been set.
This process affects the public employees of the Autonomous City of Ceuta, which includes general services personnel, administrative staff, and other profiles. The renewal of the agreement and the regulatory agreement will directly impact their daily working conditions.
The unions have expressed their satisfaction with the step taken and trust that the willingness to negotiate from all parties will lead to a beneficial agreement for the workers. The next meeting of the Negotiating Table will serve to establish the first points of negotiation.
