The Ministry of Finance has informed the autonomous communities of the advance payments for 2027, which total €170.529 billion, an 8.1% increase from 2026. This is the highest figure recorded in history.
The Ministry of Finance has notified the autonomous communities and the cities of Ceuta and Melilla of the advance payments from the autonomous financing system for the 2027 financial year. The total amount will reach €170.529 billion, representing an increase of 8.1% compared to the amounts planned for 2026.
This is the largest figure recorded to date. If the settlement of the model is included, total resources will reach €185.593 billion, a 9.1% increase from the previous year.
The Minister of Finance, Arcadi España, emphasised that these advance payments reflect “the Government's commitment to the financial sustainability of the Autonomous Communities” and urged that the increased resources be used to strengthen the welfare state, especially in health, education, and social services.
Spain has linked this increase to the positive evolution of the Spanish economy. It has been noted that the unemployment rate has fallen below 10% for the first time in 18 years and that Spain is leading growth among the major economies in the EU, which has allowed for increased revenue and, consequently, transfers to the autonomous communities.
Since Pedro Sánchez took office as Prime Minister, the communities have seen improvements in the funding they receive from the central administration every year.
The advance payments for 2027 could be even higher if the new model of autonomous financing proposed by the Government is approved. This system would mean an additional €20.975 billion for the territories. Furthermore, a parliamentary process is underway for the cancellation of autonomous debt amounting to €83.252 billion.
The minister has extended a hand to all communities to move forward with the reform of the financing model.
At the same time, the Ministry of Finance has reported that the autonomous communities have already received in July a payment of €11.139 billion for the update of the advance payments for 2026 corresponding to the first half of the year. Additionally, on July 31, another €13.316 billion will be paid as the final settlement of the financing system for 2024.
In total, the Government will transfer around €24.455 billion to the communities and to Ceuta and Melilla in July, ensuring the provision of essential public services.
At the local level, the Ministry of Finance has also made public the provisional amount of advance payments for local entities for 2027, which amounts to €31.826.43 billion, an 8.8% increase from 2026. If the forecast for the settlement of 2025 is added, total resources for local entities in 2027 will be €33.772.7 billion, an 11.5% increase from the previous year.
Regarding the financing for 2026, on June 17, the final settlement reports for 2024 were published. The resulting amount to be paid is €1.029.35 billion, which will be paid at the end of July 2026. Thus, the total financing for local entities for 2026 will reach €30.275.90 billion.
The autonomous communities manage the majority of public spending in health, education, and social services, so the increase in advance payments has a direct impact on the quality of these services. The new resources will allow regional governments to meet their spending commitments with greater flexibility, although some communities are calling for a reform of the financing system to ensure long-term sufficiency.
