The Department of Social Services has published the call for grants funded by the regional income tax, which this year amounts to €46.5 million. This is nearly €10 million more than the previous year, representing a 27% increase.

The act of marking the solidarity box on the income tax return has a direct impact in the Valencian Community. The Department of Social Services, Family and Childhood has published in the Official Gazette of the Valencian Generalitat (DOGV) the new call for grants funded by the regional income tax, which this year amounts to €46.5 million. This is nearly €10 million more than in the previous call, a 27% increase that reflects the growth in revenue and the commitment to the third sector.

From €21.3 to €46.5 million in four years

The evolution of this allocation is striking. In 2021, the credit assigned to the Valencian Community through this route was just €21.3 million. In just four years, the allocation has more than doubled. The increase is due to the distribution approved by the Territorial Council of Social Services and the System for Autonomy and Dependency Care, which applies objective criteria such as population size, poverty rate, or risk of social exclusion.

The previous call, corresponding to 2025, already demonstrated the transformative capacity of these funds: it allowed for the funding of 948 social programmes and investment actions promoted by 225 entities, with financing exceeding €38.7 million. Of that total, €36.6 million was allocated to social intervention programmes and €2.1 million to works and equipment. Among the funded projects were initiatives for therapeutic care for people with disabilities, psychosocial support for sick minors, shelter resources for homeless individuals, and support programmes for mothers in situations of social exclusion.

More support for small and rural entities

One of the most notable innovations of this call is the specific line for the grassroots social fabric. This is a modality aimed at programmes with amounts between €7,000 and €10,000, specifically designed to support entities focused on the elderly, families, social inclusion, and people with disabilities. The measure responds to a well-known diagnosis: large organisations capture the majority of grants, while smaller local entities, especially those operating in rural municipalities or at risk of depopulation, often miss out.

Moreover, the possibility of financing investments in equipment and construction, renovation, or rehabilitation of social centres continues, with three modalities according to the budget: works equal to or exceeding €400,000, between €40,000 and €400,000, and less than €40,000. This is a way to expand the assistance capacity of entities beyond direct care programmes.

Beneficiary groups and application deadlines

The range of groups that can benefit is broad: children and adolescents, young people, the elderly, families, people with disabilities, those suffering from mental health issues or addictions, homeless individuals, and victims of violence against women. This is complemented by programmes for social inclusion, social emergencies, gender equality, volunteering, community development, and strengthening the associative fabric.

Eligible for these grants are entities from the third sector of social action defined in Law 43/2015, as well as non-governmental organisations, provided they have a permanent headquarters or delegation in the Valencian Community. Universities, political parties, professional associations, chambers of commerce, and commercial companies are excluded. The deadline for submitting applications is fifteen working days from the day after publication in the DOGV, and the processing is exclusively online through the electronic headquarters of the Generalitat.

For smaller entities, this digital requirement may pose an administrative barrier, precisely those that the call aims to support. It remains to be seen if they can overcome it and access funds that, in any case, are growing and demonstrate that marking the solidarity box has real consequences.
