The Tax Agency Dismisses Its Human Resources Director, Deepening Internal Crisis

The AEAT dismisses its Human Resources director, María Consuelo Sánchez, days after the general director's departure. Celso González takes over.

The State Agency for Tax Administration (AEAT) has dismissed María Consuelo Sánchez as director of Human Resources, a position she held since 2024. Her departure, published this Friday in the Official State Bulletin, comes just days after Soledad Fernández Doctor left her position as the agency's general director.

Celso González will assume the role of Human Resources director from this Friday, according to the order signed by the Secretary of State for Finance, Jesús Gascón. The decision is part of a reorganisation of the leadership that, according to sources from the Ministry, is not due to an internal crisis, but rather to planned changes.

Departure Linked to the Change of General Director

Sánchez's dismissal is interpreted as a direct consequence of Soledad Fernández Doctor's departure, who led the AEAT for the past four years. Considered close to Fernández Doctor, Sánchez reportedly requested to leave her position upon learning of her superior's exit. The Treasury has denied that this is a hasty resignation and asserts that Fernández Doctor had requested her replacement several months prior, although it was decided to postpone it until after the Income Campaign concluded.

The former general director also rejected during a Senate appearance that her departure was related to the agency's potential actions in the case of the jewels found by the UDEF in a safe linked to former Prime Minister José Luis Rodríguez Zapatero. Treasury sources have insisted that there is no connection between the two matters.

Restructuring Underway and Possible New Changes

Sánchez's departure adds to that of Fernández Doctor and opens a new phase of changes under the direction of the new head of the AEAT, Antonio Ansón. According to sources close to the institution, the heads of the Inspection and Collection departments may also leave their positions soon, which would broaden the restructuring of the agency's main areas.

The restructuring coincides with a delicate moment for the Agency. The Treasury is engaged in ongoing negotiations with Catalonia and must complete the execution of the AEAT Strategic Plan 2024-2027. The document includes measures to improve taxpayer assistance and allow citizens to choose how and when to interact with the tax administration.

The plan also includes an increase in staffing that has not yet been fully realised. The forecast is to incorporate around 2,000 workers and reach 29,300 staff by the end of 2027. The delay has heightened tensions between employees and the agency's management, which is facing a transitional period.

In this context, the Independent and Civil Servants Trade Union (CSIF) has announced new mobilisations starting in September to demand better working conditions and the filling of vacancies. Unions warn that the lack of personnel is affecting taxpayer service, especially during the peak declaration campaign.

For taxpayers, these internal changes may result in delays in procedures and reduced responsiveness from the Agency. It is recommended to anticipate dealings and use digital channels to avoid delays.

The AEAT must demonstrate that the reorganisation does not affect its primary function: to ensure tax compliance with efficiency and transparency.
