The Plenary of the Casares Town Hall has approved a modification of the waste tax ordinance that reduces fees and expands exemptions, benefiting over 1,600 families in the municipality.
The Casares Town Hall approved on Thursday a modification of the tax ordinance regulating the waste tax, aimed at alleviating the economic burden on families in the municipality. The new regulation, the result of months of work and the collection of citizen suggestions, introduces significant changes in the calculation system and in the bonuses.
The mayor of Casares, Juan Luis Villalón, highlighted that more than 1,000 properties will be exempt from paying the tax. These include homes with a cadastral value of less than 10,000 euros, as well as garages, storage rooms, and other rural buildings that were previously subject to the tax. Additionally, the ordinance changes from five to nine valuation brackets, allowing for a more progressive system where each taxpayer pays according to the cadastral value of their property and the waste they generate.
This modification reduces the minimum fee from 75 to 45 euros, and the intermediate fee is set at 60 euros. According to the Town Hall, this reduction will result in significant savings for over 1,600 families in the municipality. Villalón stated that the measure fulfills the commitment made to the citizens to lessen the financial impact of the tax on residents.
The new ordinance also incorporates additional bonuses and reductions. Businesses that remain closed can benefit from a 31.4% reduction. Vacant or dilapidated homes can also benefit from this reduction through a responsible declaration. Furthermore, retirees and families with lower incomes can apply for a total exemption from the tax. On the other hand, those who use the municipal Clean Point at least three times a year will receive a discount on their bill.
The opposition groups positively assessed the modifications introduced. Antonio Muñoz, representative of PMP Casares, thanked the work done to improve the ordinance. For his part, Francis Carrasco, spokesperson for the Popular Party, considered that the new tax is fairer, although he believed it should further incentivise recycling. The mayor responded that this is a "living" ordinance, which will continue to adapt as new phases of the waste collection system are implemented, such as the introduction of the brown container, a measure that will help reduce management costs and allow for further improvements to the tax.
In the same plenary session, the request for the celebration of Andalucía Day in Casares to be declared an Event of Tourist Interest in Andalucía was approved. The Town Hall initiated this process at the beginning of the year, and on February 28, a signature collection was carried out to support the initiative. Additionally, the Regulatory Ordinance for the Municipal Clean Point was approved, finalising the procedures for the opening and management of these facilities by the concessionary company responsible for the services of the Municipalities Association.
The Plenary also approved two budget modifications to allocate funds for the scholarships announced in the Blas Infante Awards, intended for the Casares Solidarity programme, as well as various nominative grants. The session concluded with an institutional congratulation to the entire population on the occasion of the Casares Fair. The mayor highlighted that these are days to set aside obligations and reconnect with family and friends, and he thanked the councillor for Fiestas, Alejandro García Vidal, the municipal workers, and the companies that make the fair possible.
The spokespersons of PMP Casares and the Popular Party also joined in the congratulations. Antonio Muñoz highlighted the quality of the programming book published this year, while Francis Carrasco thanked the work of the councillor for Fiestas, noting that the organisation of the fair continues to improve year after year.
