Aljaraque has become the municipality in the province of Huelva that bets the most on photovoltaic self-consumption. The City Council offers a maximum discount of 50% on the Property Tax (IBI) for ten years for those who install solar panels, along with a 95% discount on the Tax on Constructions, Installations and Works (ICIO). This combination reduces the payback period of an average installation from 7 years and 5 months to about 5 years, according to data collected by Unieléctrica from the Renewable Foundation and UNEF.
60.8% of the Huelva population, spread across eleven localities with more than 10,000 inhabitants, can benefit from some type of municipal aid for self-consumption. In total, 327,716 residents have access to discounts on IBI, ICIO, or the Economic Activities Tax (IAE), although the amount and duration vary greatly from town to town.
Notable IBI Discounts
In addition to Aljaraque, Gibraleón, Lepe, and Moguer apply a 50% discount on IBI, but with differences. In Gibraleón, the discount lasts only three years and has a limit of 200 euros, while in Lepe and Moguer there is no cap, and the savings advance the payback period by approximately one year and eight months. La Palma del Condado offers a 30% discount for four years, and San Juan del Puerto offers a 25% discount also for four years. Valverde del Camino applies a maximum of 25% for five years, reducing the payback period by one year and five months.
In all these cases, the IBI discount has the most impact on residents' wallets, as it directly reduces the annual tax bill. The Renewable Foundation highlights that Aljaraque is the only municipality that combines such a long discount with a significant reduction in ICIO, making it the most attractive for families.
Huelva Capital and Other Municipalities Focused on ICIO
The capital of Huelva, with 142,774 inhabitants, does not offer discounts on IBI or ICIO for homes, but does provide up to a 50% discount on IAE for four years, albeit with restrictive conditions: the installation must cover at least half of the energy consumption of the establishment. This limits the benefit to businesses and companies, excluding private homes.
Cartaya also does not discount IBI, but applies a 95% discount on ICIO, which reduces the payback period by about four months. Almonte offers a 50% discount on ICIO and 15% on IAE, while Bollullos Par del Condado only offers a 5% discount on IAE for five years, with no impact on homes. UNEF points out that these aids, although smaller, are still an incentive for those wishing to install panels.
Four Municipalities Without Any Discounts
Not all large towns in Huelva support self-consumption. Ayamonte, Isla Cristina, Palos de la Frontera, and Punta Umbría do not offer any discounts on IBI, ICIO, or IAE. In these cases, residents can only resort to regional, state aids, or discounts on personal income tax, which are sometimes cumulative. The Association of Renewable Energy Companies (APPA) reminds that self-consumption already covers 4.1% of national electricity demand, although its growth has moderated in the last two years.
For Huelva readers, the decision to install solar panels now depends on where they live. In Aljaraque, the savings are immediate and significant; in the capital, one must wait for the City Council to review its regulations. Meanwhile, Unieléctrica offers financing through the electricity bill, allowing the installation to be paid off without an initial outlay.
