The Bank of Spain has initiated the tender for its communication support services, with an estimated value of 2,897,451 euros and a base tender budget of 1,298,487.30 euros (1,073,130 euros excluding VAT). The contract, with file number LIC-10487, was published on July 8 in the Public Sector Contracting Platform and sent to the Official Journal of the European Union on July 6, as it is subject to harmonised regulation according to Directive 2014/24/EU.
Criteria for Awarding and Scoring
The evaluation of offers will be carried out on a total of 100 points, combining qualitative and quantitative criteria. The economic offer accounts for 49% of the score, while the methodology to be applied during the service provision adds 23 points. The proven experience of the team coordinator is worth 16 points, and that of the rest of the staff is worth 10.
A relevant detail is that the availability of a designer and a video editor outside of normal working hours contributes the remaining 2 points. This criterion highlights the need for a permanent on-call duty that the Bank of Spain requires from its communication provider, something uncommon in contracts of this type.
Contract Deadlines and Conditions
The initial execution period is two years, extendable in successive periods of at least one year up to a maximum of five. Interested companies can submit their offers through the PLACSP platform until August 6 at 14:00 hours. The opening of the economic proposals will take place on September 8 at 11:00 hours in a private event at the bank's headquarters.
Subcontracting is allowed, and appeals against the award are directed to the Central Administrative Court for Contractual Resources. The criteria for technical and economic solvency are detailed in the specific clauses document.
